Advancing Reforms in the Justice Sector in Georgia
10.2023 – 10.2026
Egeria Solutions is a member of a consortium with DAI Global Belgium SRL. The project (10.2023 – 10.2026) aims to support beneficiary institutions in establishing a cohesive criminal justice approach, fostering a more effective and responsive system. Leveraging experience from prior Rule of Law and Criminal Justice projects, the project plans to swiftly provide technical assistance and mobilize resources. The focus is on enhancing the coordination of key criminal justice institutions, improving individual capacities at various levels, and aligning legislation and structures with international standards. The project incorporates a variety of capacity-building activities and knowledge transfer methods to ensure meaningful and lasting impacts. Overall, the goal is to foster collaboration among justice sector actors, aligning with EU standards and practices while respecting the context and needs of the beneficiary country.
Strengthening Oversight Capacities of Sakrebulos of Bolnisi, Dmanisi, Kutaisi, Marneuli, Rustavi and Telavi Municipalities

The USAID Local Governance Program aims to strengthen legislative oversight and evidence-based decision-making capacities, as well as improve public trust and engagement in Bolnisi, Dmanisi, Kutaisi, Marneuli, Rustavi, and Telavi Municipalities. Egeria Solutions has been granted to support the Sakrebulos (municipal councils) of these municipalities in various ways. The support includes effectively utilizing existing oversight mechanisms and establishing new ones, such as thematic rapporteur, thematic inquiry, and post-legislative scrutiny. Additionally, Egeria Solutions will help develop or improve the Rules of Procedures (ROP) of the Sakrebulos, regulations for Commissions, strategies, and action plans, including Gender Equality Councils (GECs).
Through active capacity building and coaching, Egeria Solutions will assist Sakrebulos’ members and staff in developing oversight products. Furthermore, the project aims to increase public awareness of the Sakrebulos’ oversight functions and foster citizen engagement. The overall objective is to enhance the legislative oversight capacity of the Sakrebulos, promote evidence-based decision-making, and strengthen public trust by actively involving citizens in local governance processes.
Support to the Public Defender’s Office of Georgia
04.2023 – 04.2025
Egeria Solutions in partnership with DAI has started implementation of the EU Project in support of the Public Defender’s Office (PDO) in Georgia. This EU initiative aims to reinforce human rights and access to justice in the country.
Over the next two years, we will invest in enhancing the PDO’s capacities through targeted training, expert advice, and best practices. Our goal is to empower the PDO to protect human rights, influence the development of a rights-friendly legal framework, and promote accountability.
Together with DAI, we will strengthen the PDO’s ability to implement and monitor human rights policies effectively. The project will also raise public awareness and support for the PDO’s vital work.

Promoting European Integration with the engagement of universities
03.2023
The project, implemented by Egeria Solutions in Partnership with Konrad-Adenauer-Stiftung, aims at strengthening capacities of the lecturers of the regional universities of Georgia through a study visit to Germany. Participants of the study visit will have an opportunity to exchange experience with the German universities, think tanks and state institutions. Along with acquiring additional knowledge on EU institutions and policies, the lecturers will also discuss teaching and research methodology and will get insight about functioning of the Center of Excellence on European Integration in German Universities.

The project provides assistance to the Parliament of Georgia in developing Committee and Council Strategies and Action Plans in accordance with the Rules of Procedure of the Georgian Parliament; Supports implementation of oversight actions ensuring engagement of broad range of stakeholders and develops a comprehensive report on the parliamentary oversight actions during 2021.
Raising Youth Awareness on European Integration – Challenges and Perspectives – In cooperation with the Konrad-Adenauer-Stiftung

The project develops a semester course on European Integration for the State Universities based in Georgia’s regions. Specific deliverables include the development of teachers’ manuals, students’ textbook, providing a ToT for the University professors and monitoring course implementation.
The Role of the Parliament in Addressing Disinformation and Propaganda – Georgia, Moldova, Ukraine – In cooperation with the Konrad-Adenauer-Stiftung

The project promotes the role of National Parliaments of the three countries by analyzing state of affairs with regard to parliaments’ engagement in addressing disinformation and propaganda, facilitating discussions on the ways to tackle the issue and developing recommendations on parliamentary interventions.
Consultancy in Strategic Planning and Development – In cooperation with the UNDP

The project aims to build capacities of the Supreme Council of Adjara in strategic planning by assisting the SCA in developing Committee Action Plans, training SCA members and staff in strategic planning and management, with the focus on stakeholder engagement.
