
Nino Goguadze

Nino Goguadze has 16 years of professional experience in public and private sectors. She has specialized in law, public policy, elections, political party development, campaign management and media law.
Being a Member of the Parliament of Georgia during 2016-2020, she has served as the first deputy-chairperson of the Foreign Relations Committee, a member of Gender Equality Council and a member of delegations to Council of Europe Parliamentary Assembly (PACE) and the EU-Georgia Parliamentary Association Committee (PAC).
During her tenure in the Parliament, she has been a member of the State Constitutional Commission and a member of the electoral reform working group. Under her leadership, the Parliament of Georgia has created the first parliamentary cross party working group on disinformation and propaganda, and drafted and approved the first parliamentary report on disinformation threats in the country. She represented Georgian Parliament in the International Grand Committee on disinformation and fake news.
Ms Goguadze has continued to tackle disinformation and propaganda as a consultant focusing on the role of national parliaments in addressing malign influence. She has developed a comprehensive study assessing national capacities and practices of the parliaments of Georgia, Moldova and Ukraine in this regard and developed recommendations for further actions. Applying her expertise in electoral legislation and reform and vast experience in the parliamentary oversight, she has collaborated with the Westminster Foundation for Democracy in developing a policy paper on post-legislative scrutiny of election campaign finance legislation.
Prior to her election to the Parliament, Ms Goguadze served as a member of Tbilisi City Council where she chaired a political faction.
In 2014 she became a board member of the European Conservative and Reformist Party (ECR Party) and was later elected as a chairperson of ECR Women’s Movement.
During 2007-2014 Ms Goguadze served as a member of Central Election Commission of Georgia during which she was engaged in organizing six national elections and a referendum. She championed the establishment of the first ever Gender Equality Commission within the CEC. Serving her term as a commissioner, she contributed to the refinement of the election legislation, as well as to institutional development of the election administration and the political parties. As an election expert, she has observed elections in various countries. In 2012 Ms Goguadze was part of the Carter Center’s election observation mission to Egypt.
In her earlier career, she was an Attorney at Kordzadze Law Office and was responsible for individual legal cases, as well as for corporate clients.
Nino Goguadze holds two LLM Degrees from the Emory Law School, Atlanta, GA, USA and the Georgian Technical University.
Ms Goguadze is a member of the Georgian Bar Association with general specialization.
In addition to her native Georgian, she is fluent in English and Russian.
